Use this calculator to compare two housing scenarios over the same period. Enter rent and recurring costs for each option. For the non-chiller scenario, enter any cooling-related amount you actually pay; if cooling is included and has no separate bill, leave that amount at zero. The result is an estimate based on your inputs, not a promise about a building's actual bills.
Rent is entered as an annual figure and prorated to the selected comparison period. Monthly bills are multiplied by the selected number of months. One-off costs are added once. Do not enter the same cooling charge twice.

In Dubai property listings, “chiller-free” commonly means the landlord or another party covers specified cooling charges that would otherwise be billed separately to the tenant. It does not automatically mean every electricity or utility expense is free. The written agreement determines which costs you remain responsible for.
The tenant may receive a cooling bill from a district cooling provider. Charges can include consumption and fixed or capacity-related fees, depending on the building and contract.
The tenancy arrangement may include certain cooling charges in the rent or have the landlord pay them. Check the agreement for exclusions, limits and any fees that remain payable by you.
Lighting, appliances, cooking and other electrical use may still be billed separately. Whether air-conditioning electricity is included depends on the building's system and your particular agreement.
A property with a lower advertised rent can become more expensive once cooling and other recurring charges are included. On the other hand, an apartment advertised as chiller-free may charge a higher rent. A useful comparison considers the complete housing cost for the same number of months rather than treating a single utility bill as the deciding factor.
For example, suppose one property costs AED 72,000 per year in rent and has AED 500 in monthly cooling bills. A second property costs AED 78,000 per year and includes cooling without a separate tenant cooling bill. Over twelve months, the first property's rent plus the stated cooling bill is AED 78,000 before other costs. The second property's rent is also AED 78,000 before other costs. In this simplified illustration, those two components alone are equal; electricity, fees and one-off costs can change the final comparison.
Use figures from property offers, actual bills and written tenancy terms. If you have only estimates, label them as estimates and rerun the calculation when you receive confirmed amounts.
Use annual rent for each property, even if your contract is paid by several cheques. The calculator prorates rent according to your selected comparison period.
Enter the separate monthly cooling charge, other electricity cost, recurring fees and one-off expenses for each option. Use zero only when a charge does not apply or is genuinely covered.
Compare the total and monthly averages, then verify which services and fees are included in the actual offer. Recalculate with high and low usage estimates if bills vary by season.
The calculator uses a transparent budget model. It does not assume a universal Dubai chiller tariff because provider contracts, building systems and fee structures can differ.
Cost for a selected period = prorated rent + monthly cooling bills + other monthly electricity + other recurring fees + one-off costs.
For a comparison lasting a number of months, annual rent is multiplied by months divided by twelve. Monthly charges are multiplied by the number of months. One-off charges are added once for the period being modelled.
Cost difference = non-chiller total − chiller total. A positive difference means the chiller property costs less by that amount. A negative difference means the non-chiller property costs less. The labels refer to the scenarios you entered, not to a guaranteed market-wide outcome.
Imagine a 12-month comparison. Property A has AED 72,000 annual rent, AED 500 monthly cooling, AED 250 monthly other electricity, AED 50 monthly fees and no one-off costs. Its modelled total is AED 81,600.
Property B has AED 78,000 annual rent, no separate cooling bill, AED 350 monthly other electricity, AED 50 monthly fees and no one-off costs. Its modelled total is AED 82,800. Under these inputs, Property A is AED 1,200 cheaper for the year, averaging AED 100 per month less. This is a mathematical example, not a claim about typical building costs.
Actual invoices may use a minimum monthly charge, capacity charge, consumption rate, seasonal adjustment, VAT, deposit or other contract-specific component. Enter each applicable amount only once and confirm how the provider defines the billing period.
Two apartments in the same area may have different billing arrangements. Ask specific questions and retain the written responses so your comparison is based on the actual property rather than an assumption about its label.
| Item To Check | Question To Ask | How To Use It |
|---|---|---|
| Cooling inclusion | Is district cooling included in rent, and exactly which charges are covered? | Enter a separate cooling amount only if you expect to pay it. |
| Consumption rate | How is cooling consumption measured and priced? | Use an actual bill or written tariff to estimate monthly usage. |
| Fixed fees | Is there a capacity, meter, service or minimum monthly charge? | Include tenant-payable fixed charges in the relevant monthly cost. |
| Electricity | Is the air-conditioning system billed through the electricity account or separately? | Avoid counting the same energy cost twice. |
| Deposit and setup | Are deposits, activation fees or connection charges payable? | Enter non-recurring costs if they affect your chosen period. |
| Contract exclusions | Are there usage caps, exclusions, adjustments or tenant responsibilities? | Model extra costs where confirmed and keep uncertain items separate. |
Small omissions can reverse the result. Keep the time period and included costs consistent between the two scenarios.
Do not compare one month of bills against a full year of rent. Select the same period for both properties and use annual rent consistently.
Cooling included in rent does not necessarily cover all electricity, water, deposits or service fees. Verify each item separately in the contract.
If the electricity figure already includes a particular cooling-related charge, do not enter that same amount again as a separate cooling bill.
One low-usage month may not represent summer. Where available, compare multiple bills or run separate low, typical and high-use scenarios.
Some billing arrangements can include charges that apply even when consumption is low. Check the provider's invoice for recurring and minimum amounts.
The calculator cannot access your private account or identify a building's current contract. Confirm amounts with the landlord, property manager and provider.
There is no universal winner. The more useful choice depends on the rent premium, actual cooling arrangement, household usage, how long you plan to stay and which charges are your responsibility.
A home with separate cooling billing may suit a tenant when the rent is sufficiently lower to offset cooling and related fees. A tenant who has reliable historical bills may also be able to budget more confidently than someone choosing a unit without any usage information.
Run the calculator with both average and high-use figures. If the property remains competitive under higher cooling assumptions, the choice may be more resilient to summer bill changes. Always verify fixed fees and any minimum charges before relying on the estimate.
An arrangement that includes cooling may simplify monthly budgeting, particularly if the tenant is not billed separately for the covered service. But a higher rent can offset that convenience, and the phrase “chiller-free” may not include every utility or fee.
Ask for the written definition of included cooling, check for exclusions and compare the total rent-plus-utilities cost. If you expect to stay for only a short period, deposits and setup costs may have a greater effect on your total than they would over a longer tenancy.

It usually describes a property where specified cooling charges are included in the rent or paid by another party rather than billed separately to the tenant. Confirm the exact coverage in writing. It does not automatically mean electricity, water or every cooling-related fee is free.
No. A higher rent may offset the avoided separate cooling bill. Compare rent, cooling, electricity, recurring fees and one-off costs over the same period before deciding which option costs less.
It prorates annual rent for the selected number of months, multiplies monthly bills and recurring fees by that period, and adds one-off costs once. The difference is the non-chiller scenario total minus the chiller scenario total.
Not necessarily. Cooling inclusion and the electricity account are separate questions. Ask whether air-conditioning energy is billed through the electricity account or a district cooling provider, and identify which charges are included in the rent.
Use a reasonable estimate from comparable recent bills if available, then run multiple scenarios with lower and higher monthly amounts. Label assumptions clearly and replace them with confirmed figures when you can obtain them.
No. The calculator does not apply an automatic VAT rate or infer deposits and connection fees. Enter confirmed amounts in the appropriate fields and avoid adding a fee twice if it is already included in another entered figure.
You can use it as a general budgeting model, but it does not know a building's tariff, cooling provider, fixed charges or contract terms. Those vary, so confirm the actual arrangement before using the result for a housing decision.
A negative difference means the non-chiller scenario costs less under your entered assumptions. A positive difference means the chiller scenario costs less. Check the displayed totals and the values you entered before interpreting the result.
Include a deposit in one-off costs if you want to compare the cash required over the selected period. Remember that a refundable deposit is not necessarily a final expense, so you may wish to compare upfront cash needs separately from long-term housing costs.
Check the actual cooling invoice, provider's published information, landlord or property manager, and your tenancy agreement. For electricity and water account services, use the official DEWA website. The calculator itself does not fetch live tariffs or private account information.
Use official service channels and your actual documents to verify fees. General references can help you find the right service, but they cannot confirm the private billing arrangement for a particular apartment.
District cooling rates and contractual terms may be provided by the building's designated cooling company. Ask for a current tariff schedule and a breakdown of recurring and one-off charges. If the landlord says a service is included, request written confirmation of which costs are covered and whether exclusions apply.
The Dubai Chiller vs Non Chiller Cost Calculator helps compare two properties using consistent time periods and costs you can verify. Update the inputs when you receive actual rent offers, utility bills and cooling terms, then choose based on the complete housing budget rather than one advertised feature.
